But remember in a failed state it could go much further than stealing bicycles. It could be anything. We have seen farms taken. With the possibility of hunger, even your grocery trolly may just be blatantly taken from you. It can become the HaveNots against the Haves no matter what your grouping is. So, as said in the beginning let your imagination run. Not only to where the Us Plan can be developed, but also to where criminality can go, so as to realise the importance of an Us Plan.
