Then to Dr Harlan Cloete,

some about 10 years ago, iii* saw that COGTA or @SALGA was having an esteemed group go from municipality to municipality to assist/advise/coaTch/educaTe them...

So iii asked if iii could be allowed to assist this group in their mandate.

Needless to say COGTA & @SALGA did not, as soSoSO many times, even reply to me*.

HOWEVER in my* opinion the SA municipalities's problem's are simple:

-in that most of the municipal officials have no🦻🏻's or have no ability to listen to any member of the public;

-because most of the municipal officials have got muBBled up with the word public servants;

-not uMderStanDing that ALL municipal officials are actually employed in the service of the public;

-not uMderStanDing that ALL municipal officials, AnD even the majority coun'tNoT'cillors, actually get their salaries from the public;

-in fact iii* often, when talking to most of the municipal officials, feel that they believe they are my "baas";

-then, although not having any uMderStanDing of any specific topic most of the municipal officials AnD the majority coun'tNoT'cillors believe, and have even told me to my face, they know all about Hand-Held Parking Meters**'

-when generally many tenders are called, almost always, where absolutely no research is done before the tender specifications are drawn up;

-the specialist in any field, that are mostly well known, are not invited to tender;

-possibly hoping that someone that uMderStanDs the field does not even...

...S👁👁 the tender in some local news papers...

...and preferably does not tender...

...because it is then not complicated to see2it that the tender is properly adjudicated...

...IF*** adjudicated at all;

-to not go on & on it can all be summed up as...

only being there for the salary and not Any Cause /  lacking commitment, knowledge and vigour / arrogance / lack of discipline / slothness / in fact the architects of my nice own word Sloth'lust'a'tists.

...a specific coun'tNoT'cillors of public safety & security in George, some 15 years ago told me, irritatedly, that she 'knows All about Hand-Held Parking Meters'.

All that iii* as the inventor could say is 'Good for you Maam, even now 10 years after inventing it and involved full time in parking management am still learning every day, please come and advise me when you get time'.

Of course she never had any time for anything and most probably aldo did not get time to apply her vast knowledge. Because, now about 15 years later the parking problem still persists in George and many other towns and cities.

Although there are possibly places that are worse, the Port Shepton parking problem was at least documented by us.

This was after myself being in Margate for two months, getting no audience with the director public safety in the whole two months, iii* eventually gave up, then getting a call from Ray Nkonyani municipality at 15:00 the afternoon, being a week after being back in Johannesburg, being invited to an audience the next moring at 10:00, myself and a collegue as Mr Pretorius for reference drove back, booked in to accomodation Again, went to the audience, was told on arrival that the director is OUT, gave the information presentation to the other senior people designated who was NOT-OUT, enjoyed their emphatic applause, came allllll the way back, emailed continually to at least make all this effort worthwhile, never ever got an answer, got Rather Upset....

SO iii* THEN MADE THE VIDEO.

The note with it was...

In all humility, the idea was not to decretory in any way, in just trying to help any Municipality and especially this one.

Basically just because the contractor is not delivering what was promised and the Municipality is not taing a stand to get the sistuation resolved.

...and the Businesses & people in the Ray Nkonyani are still struggling with parking availability now 7 years later.

Then we ask Why Our Economy Is Struggling.... 😁 HouRaa to our mu'NO'palities.

About 10 years ago the eThekwini mu'NO'pality called for parking tender submissions.

A number of our cleaver colleagues, Mr Barry Fryer Dudley included decided to submit a tender.

So this was prepared, printed on about 300 pages the trees had to provide, then evidently with us being 'on-the-short-list we had to give a demonstration down at the stadion, we bussing about 30 parking marshal in from Pietermaritzburg, including some flights from Johannesburg, supplied snacks for the officials (as public servents) including lunch for about 50 people in total... ...yesYesYES this did cost much Much more than a Hundred Thousand Rands...

BUT REMEMBER the drawing up, processin and all related of the tender must have cost the eThekwini mu'NO'pality close to a MILLION.

Then getting notification from The Truly Outstanding Engineer involved, close to the end of the 90 days adjudication period that 'the adjudication Commit'NoT'ee just required a 30 days extension was encouraging. Then 'the adjudication Commit'NoT'ee just required another 30 days extension... Then 'the adjudication Commit'NoT'ee just required another 30 days extension... Then 'the adjudication Commit'NoT'ee just required another 30 days extension... Then 'the adjudication Commit'NoT'ee just required another 30 days extension... Then 'the adjudication Commit'NoT'ee just required another 30 days extension...

THEN.... .... what happened iii* do not think even 'the adjudication Commit'NoT'ee'.... KNOWS.

HOWEVER ABOUT A MONTH AGO, about April 2022, & 10 years later, a Brand New Parking Tender for eThekwini was advertised.

So iii* L🔎🔍K at it and decided To Not Even Tender...and told the Good Engineer this ...

... and iii* must THANK ALL THE mu'NO'palities... because Les Cass the inventor & patentor of Hand-Held Parking Meters, after waisting 22 years on mu'NO'palities... IS NO LONGER IN HIS HAND-HELD PARKING... ...because at 70 in August something must now happen with the crime reduction and prevention technologies & Methodologies that was being attempted to be supplied in the previous Parking devices.... 😁😁

A BRAND NEW DEVICE IS COMING... ...AND IT NEEDS...
