This was at least relatively well supported by the Community Police Forum, the Chamber of Commerce & Industry and eventually the Local Municipality in those early times.

THE STREET-EYES-SERVICES, founder believes that there are three things that can radically reduce crime. 

1) Access to ground zero, crime related, information. 

2) The ability to assess the possible intentions of possible criminals, well in advance, by checking on the possible history and legality of every vehicle entering any defined area. 

3) IF and when my GSM management technological and Methodological abilities are allowed

THE STANDARD EXECUTIVE SUMMARY.
Str‍eetEyesServices started in 1996 as CUT-Crime and was Super Successful. 

Further to the above, the company developed, patented and applied Hand-Held Parking Meters as part of the information collection in 2000. 

We then expanded to about 25 towns, including the City of Cape Town. We were subsequently reduced ( to what?) because of failure of the authorities to do their required statutory obligations in law enforcement. After many years of research and development, Str‍eetEyesServices Technologies can compensate for this previous encumbrance ( what does that mean?). Especially because the Methodologies will be better understood and the technology will also compensate for management shortcomings in the first year or two. Thus this new approach was ready as of 2020 to be implemented on a national scale. However, the covid-19 pandemic made things difficult for authorities thus delaying discussions. Please do not hold my negativity in a negative light. Because iii/we are factual people and these are facts. Remember nothing can be improved unless accurately measured. …a more inclusive introductory and overview of Str‍eetEyesServices will be given later. This is only brief information for the very-Very brief executive summary... Str‍eetEyesServices was super successful. Because Methodologies are actually more important than the mind blowing technologies. Basically applied to empower the informal car guards. This then developed well but the encumbrance of IN-efficiencies of local governments then reduced it to almost nothing. At the same time I must say that Good Police Officials were veryVeryVERY helpful. Unfortunately in general the authorities do not perform their required statutory obligations. Local governments do not perform the statutory obligation of law enforcement and other administrative functions. The South African Police Service in general, is in my humble opinion really not interested in crime reduction. Because iii have spoken hundreds of saps officials and has almost no positive response. In fact I say the same about the ministry of policing. Now, after many years of research and development the Str‍eetEyesServices Technologies can compensate for these previous encumbrance. Thus it is ready as of 2021 to be implemented on a national scale. Basically harnessing the vast observations and information that can be processed in crime reduction strategic intelligence.

Str‍eetEyesServices can best be described: -as a provider of crime prevention technologies; -as sharing these technologies with any willing participating law enforcement authorities at no cost what so ever; -as structuring the informal car guards into managed car guards that will then no longer be know as car guard but know as Str👁󰔞t Eyes; -creating entrepreneurial 'job' opportunities for about 700,000 people 'many between jobs' in the next year or so; -seeking to find 'Jock-Eyes' in every town or city or wherever to get this system up and running so as to help the poorest to reduce crime and restore their dignity in knowing they are veryVery important in crime reduction. Especially old veterans of whom many are struggling. & 7100 TEACHING ESSENTIAL METHODOLOGIES TO THE "Jock-Eyes". Str‍eetEyesServices started in 1996 as CUT-Crime and was truly and humbly super successful. This is where the methodologies started to develop when first applied to empower the informal car guards. Just one example of this, only because it fortunately happened under a CCTV camera can be seen at ToFix Then much more methodologies were developed during the development, patenting & on street application of Hand-Held Parking Meters as part of the information collection in 2000. Expanded in about 2002 to all the towns just around Middelburg Mpumalang first. Then in about 2004 to Queenstown, Potchefstroom, Tzaneen & Ladysmith to test the more distant operation abilities. Then eventually in about 2006 there were about 25 towns, including the City of Cape Town as of 2005. Then in about 2009 the numbers were started to be willingly reduced because of failure of the authorities to do their required statutory obligations in law enforcement. As also reduced, unwillingly as well, as a result of internal blue collar crime and piracy.

ENFORCEMENT DISCUSSION. 
The other limitations topics to be discussed later. The matter of the Total Lack of Enforcement is veryVeryVERY serious. I would estimate that much-Much-Much-MORE than a hundred million was lost due to just this. On the other side generally, once the Service was Becoming Well Known and Understood, there were manyManyMANY people that stared paying willingly. This was because of the Good Service and Crime Reduction benefits. However there were those that openly boasted that they will never pay this nonsense. That continually got away with Not Paying. They did not want to pay mainly because they did not really uMderStanD. Most of them Thought that the service belonged to the municipalities and, their then already disrespect for municipalities, was the main reason for the boycott. So it was eventually also thought by me that this was now become a rather unfair practice. Meaning the good people pay for the benefits of the Non-Payers. At the same time even the willing payers, now forgetting the previous high crime, started to also not want to pay. Remembering that the municipalities were also not at all willing to perform their statutory obligation and enforce payments. So systematically the 'Willing' payers feel abused and paying less and less… Feasibility was deteriorating. So the financial sustainability started getting difficult. Especially as excluding the hundreds of millions in unpaid parking fees… hundreds of millions were being paid to the municipalities. With no service from the municipalities. However because the founding of the service was/is/will remain crime reduction and prevention, the service was continued for too long and it depleted all of my, and even many other committed people's, resources. So this is why the new plan of ants2MoveTheNOT was compiled and a possibility of a funder is accepted. It must be noted: 
-that with the new plan there is much more expendable furtherance money to be made; -we had many funders in the past that made vast returns that can now do even better; -the returnes start from day one; 
-the funder has all the capital back long before the then three year contract ends; Now, after many years of research and development the Str‍eetEyesServices Technologies can compensate for this previous encumbrance. Thus it is ready as already in 2020 to be implemented on a national scale.

CAPE TOWN EXAMPLE, 
of a type of incumbent factor. 
This was very interesting in that I landed the contract. Due to having looked after my windowed mother, of 86 for past about 30 years, iii couldb not relocate to do it. Then the Director of Public Safety in the Municipality said he would resign and do Cape Town. Then the Captain of the SAPS Crime Information Analyst Centre also resigned and they joined forces. They knew the system well so they did well but realized that crime reduction wastes their Enormous Profit. So this was the initial factor that caused friction between us. Thereafter a lot happened that is not essential for now. But now thinking it will be put in an additional page on-line (ToFix). However the main factor around Cape Town is that the Municipality has on many occasions preferred the tenders that offered the most money to the Municipality instead of the Best Value To The Motorists & Public. Such a pity.

INTERNAL BLUE COLLAR CRIME, as the second biggest incumbent factor. The people mentioned above in Cape Town were the biggest factor that ruined the improvement & expansion of the service. They have, fortunately, now retired rich, so at least they are no longer a Threat to the Betterment of this service.

THE PIRACY, is another big incumbent factor. Literally from the beginning everyone in the parking industry just wanted to see how much and well they could pirate the patented Intellectual Property of Hand-Held Parking Meters. But they did not do their piracy very well and they struggled with the technology. 
However patent defense was useless as these actions were much too expensive.

Absolutely no interest either in supporting such crime reduction efforts. In addition there seem to be people trying to pirate the software that are actually only wasting their own time. However we are going, in the new ants2MoveTheNOT plan, to get the Str👁‍🗨👁‍🗨tEyesServices up and running soon. The threat to keep it running will again be government challenges. Both of these threats will be better understood after the wider context of the business plan is read.

MARKET ANALYSIS. 
The market is absolutely unique. In fact it is doubted if any people even realise that there is a market let alone annalise the market that is thus totally exclusive. 

The public's need for crime reduction is really easy to understand. So the interesting video of ants2MoveTheNOT is going to go viral. 

The Private Security Industry Regulatory Authority (PSiRA) really needs assistance in managing the informal car guards problem that is way out of hand. Resultantly interest in it is evident in the discussion to date. I fact a working agreement was concluded and only inhibited by outside factors beyond both parties control. 

The market is taking small amounts of money from literally almost every motorist in the country a number of times per day, and die to the value of the service, veryVeryVERY WILLINGLY.

This is where it gets interesting. With the assessments above a totally different approach is now being implemented that is looking veryVeryVERY promising. 

Previously the municipalities were approched for parking tenders. Many of these were submitted however not ever financially evaluated and adjudicated. Some examples are Middelburg Mpumalanga, twice not finalised. Klerksdorp for times and the classic is the City of Durban in that. Our associate in KZN, and ourselves, spent about R150,000 on the tender, on site presenting and live demonstration. The presentation of the tender etc must have cost the City close to a million. Then at the end of the 90 limit for adjudication period about five 30 day extensions were requested by the City. All the tenderers agreed. Then it was just abandoned with everything basically in place… to begin.

THE NEW PLAN,
is that Str‍eetEyesServices no longer requires any permission from the municipalities or saps or even to a large extent even from PSiRA. This is because, as per the South African Security Legislation a car guard is defined as a right to erk a living. Resultly a car guard are seen as an independent security person. They only have to be registered. However PSiRA is struggling to control the formal security guarding, so have no resources at all to regulate the close to 700,000 informal car guards in South Africa. This is where Str‍eetEyesServices can be of vast value. Because the ability already exists to be able to register, support and manage these people veryVeryVERY effectively. Mainly due to it being done with custom built technology. The small challenge is to get them to participate due to having no authority to enforce formalization. However it is, as per discussion with PSiRA, that the support from PSiRA can be expected. So pressure could be available. However a soft approach has been designed. The approach is that 'Jock-Eyes' are found in as many places as possible to launch the effort. Literally everywhere. These Jock-Eyes then are inducted in the Str‍eetEyesServices operations.
